Government Partners

The Safe Return Initiative is funded by the federal U.S. Department of Justice Office on Violence Against Women (OVW). Established in 1994 as a result of the Violence Aainst Women Act, OVW (formerly Violence Against Women Office) administers grants to state and local agencies, organizations, and Native American tribes to help these groups improve the way they respond to crimes against women.

OVW is a member of the Serious and Violent Offender Reentry Initiative, a partnership of federal agencies joined to help reduce recidivism as felons leave prisons around the country and return to their communities. Each state receives federal funds to enhance offender supervision and support in select communities, and the Safe Return Initiative helps those communities address domestic violence as African American prisoners reunite with their families.
